The General Directorate of Passports (Jawazat) confirmed that the expiration of an expat's Iqama does not preclude the person from extending a visitor visa.
The Jawazat confirmed this while answering a question about whether the expiry of the Iqama would prevent them from extending the visitors' visit visa. It confirmed that they can extend it even if the Iqama is no longer valid. It also stated that receiving domestic workers for the first time in Saudi Arabia is not their responsibility, but rather the responsibility of recruitment agencies. Domestic workers who arrived in the Kingdom with an exit and re-entry visa would be the employer's responsibility.
